Abstract
The aim of this study is to explain today s urban problems through the central and peripheral dichotomy, and to list the steps that can be taken by NGOs for the solution of these problems. The central and peripheral urban districts have their own lifestyles, settlement patterns and problematic areas. Throughout the history, central and peripheral urban areas in Turkey have been shaped by migration from villages to cities. With the urban transformation, the lifestyles and settlement patterns seen in the peripheries also began to evolve. The periphery is being redefined. NGOs have important duties in eliminating the problems that may occur during the re-definition process, and ensuring that the process goes under control. Through various programs and studies, NGOs can rehabilitate the problems of the periphery, and ensure the central and environmental integration. Thus, urban transformation can go beyond a physical process, and become a social integration in all areas of the city.
