Abstract
In this study, it is aimed to ascertain fiscal discipline periods in Turkey between 1990 and 2015 and to analyze the economic effects of fiscal policies. According to the literature, fiscal discipline periods are determined regarding the size of the fiscal impact that reflects the alteration in the structural primary balance ratio over the years. In this research, fiscal discipline periods are determined by taking the magnitude of the fiscal impact into account. Average analysis method is employed to investigate the economic effects of fiscal discipline periods. The following conclusion can be drawn from this study is that the effects of fiscal discipline are in the narrowing direction for the fiscal discipline periods before 2001 while they are in the expanding direction for the fiscal discipline periods after 2001.
