TRANSFORMATION FROM BUREAUCRATIC CULTURE TO CITIZEN FOCUS IN PUBLIC SERVICES

With the developments in the last quarter of the 20th century and the beginning of the 21st century that emerged with globalization, the world is going through a rapid development and transformation process. In this process that has emerged with globalization, the transformation is not in a specific geography and in a specific area, but in all areas such as technological, social, social, economic, cultural and administrative in the world. Developments in the administrative field have revealed the need for a more efficient and productive state. Activating the state means activating the public administration first. In this study, which was prepared with the literature review, the importance of fulfilling the services in a satisfactory way for the citizens was emphasized in order to provide quality and efficient public services, taking into account the demands of the citizens. It was concluded that such a management was formed by abandoning a bureaucratic understanding dominated by normality, inefficiency, and the adoption of a management approach focused on citizens.
