Abstract :
As part of its regulations governing obligations of cable television, the Federal Communications Commission has traditionally required carriage of local television broadcast stations. Recently, however, those rules were overturned on constitutional grounds.1 Subsequently, the Commission has drafted new rules with less stringent carriage requirements for an interim period of five years and no requirements after that time.2
