Abstract
A theoretical analysis of the scattering of high-frequency (HF) electromagnetic waves from rough surfaces is proposed. The analysis, when applied to a model for the ocean surface, leads to new predictions of its second-order backscattered radar cross section in addition to those provided by existing theories. Some of the predictions of the theory have already been verified experimentally.
