Abstract :
A technique for video data compression which combines optimized block truncation coding (OBTC) and a conventional motion compensation (MC) algorithm is presented. It has been shown that the proposed OBTC based system is much better than the conventional system in terms of implementation, complexity, and accuracy. Four benchmark images and two benchmark sequences are used as test examples
