  • Abstract
    Today, radio spectrum management is, a highly complex professional field requiring the services of many talented and motivated individuals. Recognizing the increased complexity of communications-electronics equipment, the increased skills required to, manage the radio spectrum, and the large attrition of personnel occuring and foreseen in the spectrum management community, the Director, Office. of, Telecommunications Policy (OTP), has established the U. S. Federal-Wide Career Development Program for Radio Spectrum Management Personnel.-The program is primarily designed to attract, develop, and retain personnel required to meet the present and future staffing requirements in the: spectrum management career field. Within the program, a career management system is being implemented at the entrance through senior levels. The system will encompass r-ecruitment, appraisal and counseling, training and development, selection and placement, and maintenance of individual career inventory records. The overall system concept was developed, by the Interdepartment Radio Advisory Committee (IRAC) in collaboration with the Civil Service Commission. The Program operaltes under the advisory guidance of the IRAC. Considerable progress is being made toward full implementation of the career development program. General administrative procedures hiave been established and registration of employ-ees is scheduled to begin in the near future. The first class of the Centralized Intemn Program. began on June 21, 1976, and assigned personnel completed their individual training programs in July and September 1977. The next class is scheduled for January 1978.
