Abstract :
It is shown both numerically and analytically that solitons emerge from initial pulses in the neighborhood of the zero dispersion point even when axial inhomogeneity causes large fluctuations in the zero dispersion point´s location. The criterion for soliton propagation in this regime is that the correlation length of the variations is much shorter than the second-order and the third-order dispersion lengths.<>
