Abstract :
The author examines the roles of the US President, the Federal Communications Commission, the Department of Justice and Judge Greene, and the Congress in the setting of public policy in the telecommunications/information industry. Both regulatory and trade policies are examined. The relevant provisions of the Omnibus Trade Bill of 1988 are summarized. It is predicted that tough regulatory times are ahead for the local exchange carriers.<>
