Abstract
A methodology for assessing the effectiveness of command, control, and communications systems is extended to include timeliness. The assessment is based on comparing the properties of the system to the mission requirements when both are expressed as loci in a commensurate space of measures of performance. The methodology for evaluating measures of effectiveness is illustrated through application to an idealized fire support system.
