Comments on "Some Estimates of Returns to Scale in the Telephone Industry"

Mantell´s regression analysis suggested that observed reductions in Bell System unit costs over the post-war era were primarily due to technical progress rather than to pure scale economies. It is argued, however, that Mantell´s results were biased by his failure to take proper account of the stochastic system which generated his sample data.
