Abstract
This paper is one of a series presented on behalf of the System Operation Subcommittee with the intent of focusing industry attention on power system restoration issues. Today´s power systems are more than ever vulnerable to potential major disturbances, dictating renewed and closer attention to restoration following a partial or complete collapse. This paper, the second report by the Power System Restoration Working Group, addresses four more issues which require special consideration
