Abstract :
The goal of the work is a problem solving of project staff formation during enterprise modernization. The mathematical model for options generation is developed, which consist of the least covering set problem. The valuation method for employees competent reserve is offered. The method allows to form the set of possible alternatives for determination the best solution by cost minimization.
