Abstract :
For over a decade the quest for new means to improve the efficiency of spectrum use has motivated researchers all over the world to come up with innovative concepts for spectrum sharing. During this time, several concepts have been created and investigated, however, only a small part of them has raised industry interest or stimulated further discussions in the regulatory domain. Even a smaller part is deployed in real life wireless systems. This is due to the fact that there are different criteria that make a spectrum sharing model attractive or even feasible from an industry or regulatory point of view compared to the academic world. In this paper, we introduce key criteria from the regulatory side for a successful sharing model and evaluate two of the recent regulatory spectrum sharing concepts - Licensed Shared Access (LSA) and Spectrum Access System (SAS) - against the identified criteria.
