Abstract :
This paper presents the study of a measurement technique for touch and step voltages and the results of measurements obtained inside and outside substations. Details of a low-voltage and a highvoltage method of current injection are given. Setups for measuring the shock touch voltage and shock step voltage are characterized, in which the effect of foot contact resistance is taken into account. Results of field measurements are discussed. They show that touch voltages can exceed the values considered as permissible both inside and outside a substation. New methods of reducing these voltages using inexpensive insulating layers and covers are proposed.
