  • Abstract
    The impact of the equtity or "fairness" of conservation programs on the utilities\´ ability to indutce conservation beyond the base case is investigated. Three equtity criteria are defined and are Used to apply constraints on conservation incenitive programs. The efficacy of these programs were found to be very sensitive to the specific definitions and the degree to which the conservation measures had al ready been implemented.
