Abstract
Analysis of nuclear power plant accidents must account for the actions taken by plant operators. EPRI and several collaborating utilities are sponsoring development of a Nuclear Operator Response Modeling and Analysis Tool (NORMAT) as a software environment for integrating the effects of operator actions into accident analyses, and as a test bed for evaluating the impact of procedures and guidelines. Knowledge based techniques and tools are used for modeling procedures and operator response, and MAAP is used as a reference code for plant accident analysis
