A Survey of Power System Control Center Justifications

This paper investigates the rationale used by utilities to justify purchasing modem Power System Control Centers. The degree which economics plays in the justification was a primary study objective. This paper may serve as a future guide to others faced with the need to evaluate benefits of upgrading power system control facilities. Criteria identified during the study as potentially able to contribute to an economic defense of such an expenditure, are enumerated for convenience.
