Abstract
Road network planning based on transportation demand is a new method, which can overcome the inadequate of the traditional network planning methods. It mainly concerns the transport demand of each point in the network, but not the volume of traffic. In order to divide the demand of an point to difference directions, some ideas and methods in probability theory and matrix theory are used.
