Abstract :
According to the 16 August 2005 Wall Street Journal, federal bean-counters are increasingly forcing universities to pay back mishandled research money. Interestingly, the paper cites a study by HealthPartners Research Foundation and the University of Minnesota that found more than 50 percent of established grant-getting scientists used grant money designated for one project on another project, often for undisclosed research that might lead to future grants. Apparently, to get a research grant, you already have to have done the work.
