Abstract :
Computer industry critics complain that the Patent Office is not shouldering its share of the burden and may even be granting patents it knows are invalid. One frequent criticism is that the Patent Office is granting broad or powerful patents because it is unable to properly assess the merits of an invention in view of previously patented work, that is, prior-art developments.<>
