Introduction

Welcome to the first issue of the Canadian Journal of Electrical and Computer Engineering produced under Witold Kinsner of the University of Manitoba and Xavier Maldague of Laval University, recently appointed Co-Editors by IEEE Canada. The Journal is the flagship of IEEE Canada (IEEE Region 7). This issue of the CJECE features six reviewed papers: two regular papers on communications and a special section with four papers selected as "best papers" from the IEEE Canadian Conference on Electrical and Computer Engineering 2003 (CCECE 2003) held this past May in Montreal. Professor Guy Olivier, Conference Chair, has prepared a summary of the conference. This special section is a tradition in the Journal and a way to promote excellence in the conference. We thus invite all of our readers to submit excellent papers for the upcoming CCECE 2004 which will be held in Niagara Falls, May 2-5, 2004
