If a war erupted between nations of the North Atlantic Treaty Organization and the Warsaw Pact, would NATO be prepared to fight it? Leading U.S. military strategists are not sure that question can be answered in the affirmative today, though a flurry of programs are under way to ensure a positive response within several years.
