Abstract
This paper establishes the evaluation index system according to the characteristics of the national innovation system, constructs a time-lagged analysis model based on grey correlation analysis method, takes the patent application and the innovation investment of the Group of Twenty (G20) from 2000 to 2012 as the reference sequence and comparative sequence, respectively. The grey correlation grades in different lagged steps are calculated. The results show that most of the innovation investments drive the improvement of the national innovation capability with lagged effects in G20.
