Abstract
On the basis of expatiating on the necessity of compensating failed innovation projects, summarizes and concludes the related literatures on innovation subsidies, then discusses many related factors which influence government compensating science and technology innovation failed projects, and further analyzes the relationships between various factors, builds the interpretation structural model for influencing factors of government compensating science and technology innovation failed projects. According to the results of classified model of interpretation structural model, points out clearly the hierarchy relationship of the influencing factors, analyzes the most direct and the most fundamental factors which influence government compensating science and technology innovation failed projects. It is found that the key factors include enterprise commercialization ability of innovations, total input of enterprise re-innovation, and the government compensation funding plans for science and technology innovation failure, the government compensation way, and competition with other enterprises for compensation funds. What is more, enterprise commercialization ability of innovation is the heart in the system of government compensating science and technology innovation failed projects. All of these provide the theoretical support for the design of government making scientific decision on compensating science and technology innovation failed projects, and offer reference for the related policy formulation and implementation.
