Abstract :
Scientific and efficient evaluation on pre-warning capability of public crisis in universities is importance to the stability of universities and society. Firstly, a three-perspective evaluation model of public crisis pre-warning capability in universities is put forward in this paper, which includes source control, process control, and organization management. Secondly, an evaluation index system of public crisis pre-warning capability in universities is constructed, which consists of six first-class indicators and thirteen second-class indices. Thirdly, a comprehensive evaluation method of public crisis pre-warning capability is built based on the group AHP and fuzzy TOPSIS methods, the weight of each evaluation indicator is calculated by group AHP, and the closeness coefficient of each evaluation object is calculated by fuzzy TOPSIS. According to the closeness coefficient, the public crisis pre-warning capability of each event can be gained. Finally, we choose three kinds of public crisis in a university for an illustrative example, which are campus fire events, food poisoning and violence incidents, verifying the feasibility of this evaluation method.
