Abstract :
Disasters in big cities are usually comprehensive, hidden, and amplifying. Thus, it has been a hot issue in the field of urban planning research how to reduce the risk of cities and prevent the accidents by scientific planning. With the frequency and complexity of nowadays disasters, we should pay more attention to public safety planning. Public safety planning should pursue essentially safe cities. “Safety first, sustainable development” concepts should be incorporated in different steps for a comprehensive urban planning technical framework. It requires analysis for different urban disasters and evaluation of disasters on different population and land scales. This paper tries to discuss the importance of establishing the concept of safe city and highlights the idea of multiple planning, which includes safety layout planning, safety facility planning, emergency action planning and etc. On one hand, the author introduced the present studies, including different concepts of “safe city”, research on urban defense aimed at a natural disaster´s attack and urban disaster prevention. On the other hand, the paper prospected the research trends in the fields such as integration of urban defense and urban disaster prevention, emphasis on community and application of proper planning.
