For original see B. M. Novakovic, ibid., vol. 26, p. 533-41, August 1996. The main claims, design algorithm, and results of this paper deserve many comments. Our objections will be about the very mathematical foundations of the proposed "discrete time neural networks synthesis using input and output functions" (DTNNSuIOF) only.
