Abstract :
The first steps toward permanent organization or unionization of technical and scientific men was taken recently when on May 8, 1919 the scientific and technical employees of Government departments and agencies in Washington, D. C., got together at a mass meeting. The subject of organization had previously been widely discussed but was finally brought to a head by the action of the Joint Congressional Reclassification Commission in stating that they wished to deal with employees only through organizations.
