Abstract :
Take a global conference held once in 20 years, add 1800 delegates from 142 countries, put 10 000 proposals on the agenda, and allow 11 weeks to reach decisions. This was the challenge facing the World Administrative Radio Conference last Sept. 24 to Dec. 5 in Geneva, Switzerland, and the results were perhaps predictable: Many broad decisions were made, but the details of implementing were mostly put off to another day.
