The transient cell loss ratio (CLR) is investigated as a quality of service (QoS) measure for ATM satellite systems. To determine the QoS measure, a central limit approximation is proposed for a bufferless fluid model. The proposed approximation scheme is a promising approach for real-time connection admission control (CAC)
