Abstract :
A frame offset assignment policy is proposed for reducing the soft handoff blocking probability. When assigning the frame offsets to the originated calls in a cell, the proposed policy considers the assignment states of the frame offsets of the adjacent cells. By the numerical examples, the proposed policy was shown to greatly reduce the soft handoff blocking probability due to the lack of the frame offset capacity especially for small values of time intervals between the call origination and the handoff request.
