The question was addressed in the writer´s May 16 statement to the U.S. Senate Subcommittees on International Finance and on Science, Technology, and Space, in testimony on behalf of the Task Force on U.S. Innovation in Electrotechnology of the Institute´s U.S. Activities Board (USAB).
