Abstract :
After more than six years of negotiations for a second strategic arms-limitation treaty (SALT II), the United States and the Soviet Union may be close to an agreement. Hopes in Washington had been high for an initial handshake by May ¿ ¿We expect this before May,¿ was the way Spurgeon Keeny, Deputy Director of the U.S. Arms Control and Disarmament Agency, had put it at a conference in Washington, D.C. ¿ but at this writing a new snag was looming over the issue of multiple warheads for Soviet missiles.
