Spectral lines: Helping the younger world

We of the developed world are now talking of helping the nations to whom technology is an attractive but unfamiliar tool ¿ helping them to exploit technology while avoiding adverse consequences related thereto. The challenge is a large one. More than 70 of the present United Nations member states were territories under colonial rule when the UN was founded; most of them, in addition to others, fall into the lesser-developed category.
