Abstract :
Electromagnetic theory formulations may be stated with or without surfaces of discontinuity. The latter approach is simpler in many respects, but it presents some difficulties if the realization of no time dependence is to be considered. This dilemma arises in electrical insulation studies in which interfaces between media are present. The author examines two mathematically simple cases in order to elucidate this choice between two descriptions
