The 2010 Scott Helt Memorial Award was awarded to Bogdan Ciubotaru, Gabriel-Miro Muntean, and Gheorghita Ghinea for their paper, "Objective Assessment of Region of Interest-Aware Adaptive Multimedia Streaming Quality," which appeared in the IEEE Transactions on Broadcasting, vol. 55, pp. 202-212, June 2009.
