Abstract :
This paper gives a point that China´s large scale enterprise´s firm innovation system is R&D system, rather than innovation system. Institutional reasons are discussed and we also find some other problems existed, such as weakness in driving forces & mechanisms, weak innovation capability & core competence, bureaucratic culture embarrassment, low level collaborative innovation networks. Based on the problems, we introduce a Total Innovation Management Paradigm to give some advices on the firm innovation system of China´s large scale enterprise. Firstly, a suggested incentive five driving forces model is introduced. Secondly, the way to leverage innovation capabilities and the way from secondary innovation to original innovation is discussed.
