Abstract
A normalised band-limited Weierstrass fractal function is presented which uses the Pierson-Moskowitz spectrum to model a time-varying rough sea surface. Based on the Kirchhoff theory, the fractal characteristic of the time serial of the backscattering cross-section is studied. The numerical results of the scattered fields show that the distribution of the backscattering amplitude satisfies the K-distribution
