Abstract :
Government policies contribute substantially to the PEST environment which the author discussed previously (see ibid., February 1997). Besides having the intended outcomes, policies also generate unintended consequences. This article examines some of the consequences, intentional or otherwise, of decreasing state-funded R&D in favour of private enterprise, with particular regard to the Harwell laboratories.
