Abstract
The Ghana Telecoms Company (GT) is trying to operate more efficiently. The effort involves the use of action plans and follows a model of a private company limited by shares. Procedural requirements imposed by the Ghana government are hindering the efforts towards efficiency. As a result, prospective investors may be inhibited in purchasing shares, even though returns on investment in the telecommunications sector can usually be expected to be quite high.
