In 1989, the UK Department of Trade and Industry, published a consultative document entitled Phones on the move, which embodied a vision of a new kind of telephone service available through the use of a single personal handset connected to a network by radio. Also in 1989, licenses for personal communication networks (PCN) were awarded to three consortia: Unitel, Mercury and Microtel.
