Abstract
The dispatch of both suppliers who bid into the pool and of bilateral and multilateral contracts between individual buyers, sellers and brokers are obligations placed on the system operator in an open transmission access environment. During periods of transmission congestion security-driven constraints impose curtailments on all types of transactions. The paper addresses the need to develop methodologies to understand and cope with this problem
