Abstract
A foundation for the new method, synoptically reported by E. Gluskin (see Proc. NDES ´98, Budapest, 16-18 July 1998) on the basis of a specific example of determining the typical frequency of a stochastic function/process or a signal, is presented. The method does not use a clock or bandpass filter, i.e. it does not use any prescribed time unit
