Abstract
Subnational governments in Mexico, States and municipalities, are crossing an important challenge in their history: its financial viability. This paper exposes the current problems and the legislative solution that has been proposed related, mainly, with the creation of an Internet-based alarms system. This opens the discussion on what implies, as a public policy, to implement what has already been established in the national Constitution. This paper ends with the establishment of what the author considers should be guidelines for this national system.
