Abstract
MITRE has been supporting RTCA Special Committee - 214 (SC-214)/EUROCAE Working Group - 78 (WG-78) in development of Global Air Traffic Control (ATC) Data Communications Safety and Performance Requirements Standards since 2007. The development work will culminate in 2015, with a Final Aeronautical Telecommunication Network (ATN) Baseline 2 standard. During the standards development process, some limitations were discovered in the performance requirement allocation methodology being applied. The Lognormal approach described in this paper addresses those limitations.
