Abstract :
One of major arguments around systems of innovation is that many organisations are dependent on institutions in their direct environment for their innovativeness and thus competitiveness. To help with this problem, a specific scheme needs to be devised to be able to locate these institutions. This article reviews Korea´s innovation policy, as a major industrialising country focused on SMEs. Instead of direct help with R&D activities for SMEs per se, indirect policy measures to increase SMEs´ innovation potential is preferred.
