  • Abstract
    This paper describes a unique value-based reliability enhancement method for bulk transmission system planning. Reinforcement alternatives are evaluated considering their cost and impact on system reliability based on system capability studies under contingency conditions. A dollar value quantification of the level of reliability is presented in the paper enabling calculation of benefit to cost ratios. Based on this quantification, the improvement option that offers the best balance between cost and reliability is selected
