Abstract :
An implementation of high speed picture transmission using a conditional replenishment technique is presented. This implementation is in the framework of the development of a video compression unit designed to permit bandwidth reduction of video signal transmission from remote cameras to a central receiver for surveillance systems. The conditional replenishment system utilizes the moving areas between two consecutive frames for data compression. Further reduction in data is possible when frame-to-frame differential pulse code modulation is used for transmission. The system is divided into several modules, which include a video analog-to-digital converter, control and addressing circuitry, a moving area extractor, a lookup table, memory, and transmission
