Abstract :
The Power (Program for an Ontology-based Working Environment for Rules and regulations) research program combines a knowledge-capitalization/knowledge-codification approach with an organization-dynamics approach. Initial results indicate that this method will help to improve the quality of law enforcement and decrease the time needed for implementing legislation and regulation changes.
